Database about Investments In Virginia's Education (K-12)

The main objective is to find a correlation between student technology access in schools and measures of student success (SOL scores, SAT scores, etc) implemented in the schools of K-12.
Access to the annual public school budgets that have also been broken into subcategories, such as technology, athletics, supplies, maintenance, etc? If there were a category for technology-related expenditures per division over the last 4-5 years, this would be a big help for our project. If this is not available for use, would you have any other data relating to the state's investments in general technology in public education?
